See if your school has an international exchange department/office.
My school had a partnership with schools in Ireland, Africa, Poland, and some other places. All I basically had to do was apply and pay my regular tuition. In exchange, people from those universities get to come to mine for the same deal(pay their local tuition). I only ended up paying room and board, and in Poland it was about $90/mo one block away from the school. The best part is, my U.S. financial aid still applied.
If you don't do it through your school, you might end up paying a lot more than you should and your credit won't transfer as easily. There were other Americans on some CIEE program that paid about $8,000 more than me to study there. Schools that have an agreement with yours usually know which classes are offered and what credit you'll get. They'll breakdown the structure of the school for you too.
For the school I studied abroad at, it was typical to take 8 classes in one semester. There were no midterms. Only a final and some occasional group work.
My classes were entirely in English, but there is a culture shock and it's hard to get around any of the cities without knowing the native language.

It's not as hard as people make it seem. There are many colleges that offer the study abroad program and the great thing about it is that it is open to the whole community and not just college students. I would suggest you look up your local college and get further information. The cost is pricey but it's well worth it.

Seriously, apply to a foreign university...or apply to a U.S. university which has a "study abroad" component where you get to do a year at an overseas university.

Edit: Since you say you are a college student, my knowledge is limited. I'm sorry, I generally deal with high school students. However, most colleges and universities have provision for study abroad. Your adviser should know how to go about it!
