Is it true that I can study abroad,like Canada,and the state pays 4 my studies if I return them when I'm hired

I'm not sure about this but someone told me that if I want to study abroad but don't have the money for it, the state could pay for my studies and I return them after I get a job. It's some sort of agreement. I'm not sure of it. Can someone please help me. I really really want to go to Medical school in Canada but can't afford. If this is possible can you please give me some sites I can look at? I really need help. Thank you in advance.
